Joan Koerber-Walker

Chairman of the Board

Joan brings to OTEF experience ranging from non-profit and entrepreneurial ventures to the Fortune 500. In addition to her role of Chairman of the Board here at OTEF, Joan currently serves as President and CEO of of the Arizona Bioindustry Association (AZBio).  Her resume includes board level and executive positions with for profit companies in the B2B and B2C space. She also has served as the CEO of the Arizona Small Business Association (2006-2008), on the board of trustees of the National Small Business Association in Washington D.C.,  on the board of directors of the Arizona Technology Council and  as chairman of the board of Parenting Arizona.  (LinkedIn)

Justin Crossman

Board Member

Justin brings to OTEF a foundation in business and internet technologies that stretches back to 1998, with focused entrepreneurial experience since 2003. His background spans digital business development and online platforms, giving him practical perspective on the tools and strategies that help organizations grow and scale. Justin has a long history of non-profit involvement, including work with the Arthritis Foundation since 1999 and supporting his wife’s 20-year commitment to Girls on the Run. His blend of entrepreneurial experience and community engagement aligns closely with OTEF’s mission of educating and investing in people and organizations that create hope.  (LinkedIn)

Rob Dunaway

General Counsel, Board Secretary, and Co-founder 

Rob has over 20 years of experience as a Silicon Valley technology attorney and startup company management advisor, having represented public clients and hundreds of startup companies. A co-author of popular books on startup company management and legal protection of software and licensing, he also has CEO experience and has started or co-founded several companies and non-profits. Greg Garcia

Board Member

Gregorio Garcia is an experienced attorney with a broad business background and an accomplished trial lawyer representing individuals and businesses. Greg serves as a fractional outside general counsel for small to medium companies in technology, biotechnology, real estate, and insurance industries. Greg has substantial experience serving on the board of nonprofit organizations, including serving as the past Chair of the board of Community Legal Service, Vice-Chairman of the Arizona Biomedical Research Commission, and as Vice-President of the Mountain View Lutheran Church Council. Greg is actively engaged in our community with organizations including the Arizona Bioindustry Association, Arizona Technology Council, Los Abogados Bar Association, Arizona Association for Justice, and Tempe Diablos Charities, Inc. Francine Hardaway, PhD

Executive Director and Co-founder 

Francine is the co-founder of Stealthmode Partners, an accelerator and advocate for entrepreneurs in technology and health care that was founded in 1998. Prior to Stealthmode, she owned two marketing companies, and served as Director of Worldwide Press Relations for Intel and the CMO of Innovative Environmental Products. Her communications specialties are technology, healthcare and financial services. Francine was an Entrepreneurial Fellow of the Eller Entrepreneurship Center at University of Arizona, and was a founder of Social Media Club Arizona and the Arizona Software Association. Ed Nusbaum 

Board Member and Co-founder

Ed Nusbaum served on the OTEF Board of Directors from 2005 – 2025.

Ed was a cofounder and partner of Stealthmode Partners. Since 2008, Ed has served as a director of the The NROC Project (formerly The Monterey Institute for Technology and Education), a non-profit organization committed to improving access to education. He has previously served as a board member of the Arizona Technology Council, Arizona Internet Professionals Association, AeA, and TiE-Arizona.
